CGNP agrees with your perspective, K.T. CGNP has problems with FERC's opposition to nuclear power as exemplified by their rejection of CGNP's Complaint in EL21-13-000. Thankfully, FERC's rejection was overruled by the passage of California SB 846 on September 2, 2022. However, there is trouble brewing via the actions of WIEB which appear biased towards favoring CAISO grid regionalization, as noted in a recent article our GreenNUKE Substack.

I am less well versed on FERC's history regarding opposition to nuclear, but I suspected that might be the case, since the effects of Order 1920 will likely make it harder for nukes to pass certain planning criteria. Thanks for your comment, and I will be following the developments of WIEB on your substack, Gene!

Thank you. The apparent FERC bias against nuclear power will be very harmful for the U.S. Germany's phase-out of nuclear power has caused very large increases in air and water pollution on top of significant electricity cost increases. OTOH, France has reliable, reasonably-priced nuclear power with very low pollution. What will it take to remove this likely FERC bias against nuclear power?
